The Ministry of Investment and Foreign Trade, in coordination with the concerned authorities, uncovered an incident of practicing real estate brokerage activities without a license.
Within the framework of the state's directives to enhance governance, transparency, and markets regulation, the GOEIC takes an immediate action upon detecting a violation on social media websites.
In light of the Egyptian state’s directives to tighten control over markets and enhance levels of transparency and discipline, and in implementation of the directives of Dr. Mohamed Farid Saleh, Minister of Investment and Foreign Trade, to intensify the oversight efforts on activities under the Ministry’s supervision, the GOEIC, in coordination with the relevant authorities, took legal action regarding the incident of practicing real estate brokerage without a license.
The GOEIC observed a video clip on the social media on April 22, 2026, in which a person working as a property guard - advertises himself as a real estate broker, and demands a brokerage commission from a female citizen, and even threatens her, in violation of the regulations governing this activity.
Immediately, the GOEIC examined the incident, and it was found that the aforementioned was not registered in the GOEIC's register of real estate brokers, in violation of the provisions of the Executive Regulation of Law No. 120 of 1982 regulating Commercial Agency Business and some Commercial Brokerage Businesses and amendments hereof by Law No. 21 of 2022.
Within the framework of the immediate coordination with the Ministry of Interior and the relevant authorities, the competent judicial enforcement mission of the GOEIC took an action, resulted in arresting the person carried out the activity without a license, and the necessary legal measures were taken against him, in the context of the State’s efforts to impose discipline inside the real estate market and standing against the informal practices.
The GOEIC confirmed that the recent amendments issued in January 2026 to the Executive Regulation of the law have established an integrated regulatory framework for real estate brokerage activity, as an official mandatory register was created for the registration of real estate brokers as a basic requirement for practicing the activity, in addition to granting the Ministry - represented by the GOEIC - full powers to monitor and control this activity through monitoring and inspection work.
The GOEIC explained that these controls included obligating those engaged in the activity to be enrolled in the register, maintaining documented electronic records of operations, adherence to transparency and disclosure of commissions, and joining specialized training programs, which contributes to raising the efficiency of the market and achieving professional discipline.
The GOEIC also indicated that the grace period for those working in real estate brokerage to adjust their status shall extend for a period of (6) months from the date of enforcing the amendments, and shall end in July 2026, stressing that no one will be allowed to practice the activity after the end of the grace period except those registered in the official register.
The GOEIC stressed that regulating the real estate brokerage market is a fundamental pillar for enhancing confidence in the Egyptian real estate market, increasing its attractiveness to local and foreign investment, as well as protecting the rights of dealers and reducing illegal practices.
