Central Department of Engineering Imports and Industrial Commodities

 

 

 

The industrial imports department is one of the pillars on which the General Organization for Export and Import Control (GOEIC) relies, as it:

  1. Ensures the protection of local markets from the circulation of imported goods through legal channels that may not meet technical standards, in accordance with the explicit regulations in force in the field of the organization.
  2. Achieves the highest positive rates for facilitating trade through border crossings according to international standards by reducing the overall time for customs clearance of imported consignments subject to the GOEIC's jurisdiction. To achieve this, the following procedures have been adopted:
  3. Adopts the results of visual inspection for producers registered with the organization and who meet the rules consistent with the provisions of Article 94 of the Executive Regulations of the Import and Export Law (issued by Ministerial Decree No. 770 of 2005).
  4. Facilitates the implementation of the unified technical specifications decision for imported and exported cars and wheeled equipment, whether parts that can be installed or used in wheeled vehicles, in activation of Ministerial Decree No. 540 of 2014. This is to implement the foundations of Egypt's accession to the UN's Unified Vehicle Agreement, ensuring that none of these goods enter without an international certificate (E. MARK).
  5. Limits inspection to document review for the imported goods mentioned from producers registered with the organization who meet the provisions of Article 94 of the Executive Regulations of Law No. 118 of 1975 regarding import and export, provided they are registered with the Authorized Economic Operator program.
  6. Participates with the General Authority for Standards and Quality in developing and updating standards to keep up with modern scientific and technological developments and provide the required Egyptian global standards by all GOEIC laboratories and branches.
  7. Studies the appeals submitted by importers, provides technical opinions, and presents them to the Higher Appeals Committee formed from the concerned ministerial authorities.
  8. Responds to inquiries from the GOEIC's customer service office, answered by the relevant department in the central administration.
  9. Studies complaints and inquiries submitted by importers and provides technical opinions.
  10. Issues import approvals for certain strategic commodities (wheat – yellow corn for fodder – soybean seeds).
  11. Monitors sampling and visual inspection committees and follows up on treatments at all GOEIC’s ports.
  12. Prepares reports on problems faced by importers to explore solutions.
  13. Bans violative importers according to Articles 96 and 86 of Executive Regulation 770/2005.
  14. Participates in training courses related to the Import Practice Program at the GOEIC's Training Center and Trade Service Center.
  15. Follows up on the implementation of import-related instructions and regulations among the inspectors at all the GOEIC's ports.
  16. Provides technical support in all branches of the organization to adhere to quality control procedures on imports according to Regulation 770/2005 and its amendments and the standard specifications for items.
  17. Monitors coordination with related entities (customs) in resolving technical problems to ensure effective control over imported goods.
  18. Updates the executive instructions related to qualitative inspection and control over imports.

The General Department for Building Materials, Refractories and Chemicals

  • The role of this Department is to supervise and inspect all building materials and refractories (iron, cement, ceramics, sanitary ware, sandpapers, tableware of all kinds in addition to toys.).
  • It also inspects all chemicals listed in Annex No. (8), and the most important chemicals include soap and detergents, fire powder, inks, petroleum products, paints, varnish, sulfur, coatings, pens of all kinds, HDF-MDF wooden fibers )

اGeneral Department for Inspection of Spinning, Textiles, Leather and Leather Products

The Department examines cosmetic products according to Ministerial Decrees 43 of 2016 and 991 of 2015, imported into the country without prior import approval from the Egyptian Drug Authority according to Circular No. 15 of 2023.

General Department for Inspection of Metal and Mechanical Commodities

The role of this Department is to supervise inspection and analysis of automotive spare parts, agricultural tractors, equipment and motorcycles, it also inspects metal commodities (metal tableware and utensils for cooking, steel parts, welding rods, stainless steel plates.)

General Department for Scientific Research

Enrolling producers in GOEIC physical inspection lists in accordance with Article (94) of Regulation 770/2005 where the importer or his representative submits a copy of quality system adopted by the company for revision and if the quality system meets the requirements,a letter will be prepared by the producing company, that includes items, brands, production specifications, subsidiary factories and distribution centers (if any). Documents are certified by the commerce chambers and Egyptian embassies in addition to the payment of 2500 L.E (two thousand and five hundred L.E) for services.

Banning and lifting ban on importers who violate the imports regulations. Supervising and participating in the Commission of Disposal and Re-export of Rejected Industrial Commodities Lots.

Informing foreign trade sector with cases of disposition of stored confiscated lots or part of these lots before issuing a certificate of conformity in order to take legal proceedings against the importer and the infringing lots as well
