تقوم العديد من الحكومات بالإلزام بالفحص ما قبل الشحن (PSI) وهو ما تقوم به شركات متخصصة لديها الكوادر الفنية والمهنية اللازمة لإتمام هذه المهمة مما يسهم في تيسير عمليات الفحص والإفراج الجمركي، وتعتبر شركات التفتيش والفحص والجودة أحد أهم عوامل نجاح عملية التصدير لما تضيفه من جودة للمنتج ومصداقية لدي العملاء في جميع دول العالم ،كذلك تلزم الحكومة المصرية المستوردين للأصناف المدرجة بالقرار الوزارى رقم 991 لسنة 2015 بتقديم شهادة فحص من إحدى شركات الفحص والمراجعة المعترف بها عن طريق ILAC وذلك طبقاً للقرار الوزاري رقم 991 لسنة 2015 بشأن بعض السلع التي تسورد بشروط خاصة .
