Within the framework of implementing the State’s directives and the ministry’s policies aiming at rationalization of energy consumption and enhancing the efficiency of the trade system, the Cabinet, headed by Dr. Mostafa Madbouly, approved the issuance of a circular letter distributed to various concerned parties regarding compliance with standard specifications for improving energy efficiency.
The circular letter emphasized the pivotal role played by General Organization for Export and Import Control in tightening control over imported appliances, through applying the Pre-Shipment Inspection (PSI) System, that ensures the conformity of air conditioners, motors, lamps and lighting fixtures to the approved standards for energy efficiency before they enter the country.
The circular letter also stipulated that no shipments of these appliances shall be released unless a Certificate of Conformity is issued by an accredited body, indicating compliance with energy efficiency requirements, in accordance with the updated standards, that enhances the effectiveness of control over customs ports and limits the entry of non-conforming goods.
It also included intensifying market surveillance activities, ensuring that the importers comply with placing the label of energy efficiency on appliances before market trading, and not allowing the sale or trading any of the appliances unless they pass energy efficiency tests and obtained a Certificate of Conformity, while taking immediate legal action against the non-compliant people, in accordance with the provisions of the Consumer Protection Law.
The circular letter also obliges all entities, when preparing Terms of Reference and Request for Proposal (TOR/ RFP) for supplying these appliances, to explicitly stipulate compliance with the updated standards, in order to achieve institutional integration among the concerned parties, and to support the State’s tendency towards improving energy efficiency and raising the quality of products traded in the Egyptian market.
