Dr. Mohamed Farid Saleh, Minister of Investment and Foreign Trade, witnessed the events of launching “Foreign Trade Procedures Portal” in the presence of Eng. Essam El-Naggar, President of the GOEIC, and leaders of the Ministry of Investment and Foreign Trade, in a new step that reflects the directions of the Egyptian state towards developing the foreign trade system, enhancing transparency, facilitating procedures, and improving the business environment, in line with the State’s vision and the ministry’s policy aiming at raising the efficiency of institutional performance and supporting the competitiveness of the Egyptian economy.
Launching the portal comes within the framework of integration between the efforts of the Egyptian state and the United Nations Conference on Trade and Development (UNCTAD), and with funding from the United Kingdom, reflecting the importance of international partnerships supporting the track of institutional reform and digital transformation, and contributing to the availability of commercial information in a unified and up-to-date manner, supporting the business community and facilitating the movement of import, export and transit.
The Minister of Investment and Foreign Trade stressed that the “Foreign Trade Procedures Portal” represents an important step in the process of streamline of import and export procedures. It is also one of the pivotal tools in the digital transformation of the foreign trade system, that enhances the efficiency of services provided to clients, supports the export capabilities of the Egyptian state, and keeps pace with the Ministry’s directions towards building a more efficient, transparent and attractive investment environment.
In his speech during the event, the Minister explained that launching the portal reflects the state’s commitment to implementing comprehensive structural reforms aiming at raising the efficiency of procedures and improving the quality of services provided to investors and those dealing with the foreign trade system, indicating that this step represents a qualitative leap in making import, export and transit procedures available in a clear and accessible manner, which contributes to enhancing transparency and simplifying procedures for the business community.
He added that Egypt continues in implementing its commitments under Trade Facilitation Agreement since joining the Agreement in 2019, pursuant to Presidential Decree No. 553 of 2018, stressing that launch the portal comes as an extension of an integrated reform track adopted by the state during last years, that enhances the competitiveness of the national economy and raises the readiness of the business environment.
The Minister also expressed his appreciation for the fruitful cooperation with the United Nations Conference on Trade and Development (UNCTAD), praising the technical and organizational efforts exerted to establish the portal, that contributed in compiling and classifying the procedures and legislations regulating foreign trade in Egypt within a unified digital platform, consequently facilitating access to relevant information and supporting institutional transparency.
Dr. Mohamed Farid also appreciated the support provided by the United Kingdom to finance this project, in addition to the efforts made by the national working group emanating from the National Committee for Trade Facilitation, that worked on preparing, equipping and updating the data of the import and export procedures and making it available through the platform, in order to ensure the provision of accurate and up-to-date information that serves the business community.
The minister pointed out that the portal aims to facilitate foreign trade by providing clear and up-to-date data regarding practical steps and requirements necessary to complete import, export and transit operations, as well as identifying the competent authorities and contact points concerned with the procedures, which contributes to reducing time, effort and cost for traders, and enhances the efficiency of the trade system.
He stressed that these efforts are consistent with Egypt’s commitments under the World Trade Organization’s Trade Facilitation Agreement, particularly with regard to Article (1) concerning procedures for publishing and making information available, especially electronic publishing via the Internet, which supports the principles of transparency and easiness of access to trade information.
The minister explained that the state designates a great importance to building institutional capacities and providing technical support in the areas of trade facilitation, referring that cooperation with UNCTAD reflects the state’s keenness to apply the best international practices and comply with Multilateral Trade Agreements, contributing to development of the government performance and raising the quality of services provided.
He added that the government has implemented a set of important measures over the last years to improve the trade environment, including developing the legislative framework, issuing and amending a number of regulating laws, in order to keep pace with economic changes and contribute to facilitating trade and enhancing the competitiveness of the Egyptian economy.
The minister concluded by emphasizing that these steps are part of an integrated vision adopted by the Egyptian state, that consistent with the policy of the Ministry of Investment and Foreign Trade for the purpose of increasing foreign trade rates, improving the business climate, attracting more investments, and supporting sustainable economic growth.
