Over the past years, the GOEIC, under the leadership of Engineer Essam El-Naggar, has been working, in accordance with government directives for raising the efficiency and launching a number of new laboratories that serve export and production sectors, for the purpose of saving time and effort for exporters and manufacturers that desire to obtain Certificates of Conformity (CoC) for exported products or to examine and analyze imported inputs and products. These steps aim to put industrial and non-petroleum exports on the right track in order to achieve an investment amount at about $145 billion by 2030, and to provide services to exporters and manufacturers that factories used to obtain from outside the country at a large cost.
“Al-Youm Al-Sabea” conducted a tour to the GOIEC's industrial laboratories, Ain Sokhna Port, to assess the performance of these giant laboratories that were opened in October 2025, in the presence of Engineer Hassan Al-Khatib, Minister of Investment and Foreign Trade, where the laboratories were established on an area of approximately two thousand meters, including a main building consisting of two floors comprising (30) industrial laboratories.
New laboratories enable conducting (153) highly accurate laboratory tests covering areas that affect the performance of the industrial and export sector and the lives of citizens, most notably tests for saty of car components, the efficiency and safety of household appliances and lighting units, and ensuring that consumer-contact products such as children’s toys and textiles are free from any health or environmental risks.
The new system enhances Egypt’s position as a regional center for inspection and accreditation, especially since a large number of products, including accurate engineering products that must have been sent outside Egypt for analysis or for obtaining a specific Accreditation Certificate in order to facilitate export. Consequently, government assumed the responsibility to facilitate trade movement and enhance competitiveness of Egyptian exports in global markets.
Engineer Essam El-Naggar, President of the GEOIC, accompanied “Al-Youm Al-Sabea” on a tour with a number of other companies in the industrial sector, and explained the mechanisms of work of these factories and their role in accelerating export procedures, granting certificates and saving time and effort for manufacturers and exporters.
El-Naggar added that the installation of the latest laboratories of “air filters” that recently arrived at the port will be finalized, and their installation will have been scheduled to be completed by the end of this month, at a total cost for laboratories and constructions amounting to 700 million pounds.
El-Naggar demonstrated that these laboratories represent a qualitative leap in GOEIC's history, as they aim to save time and costs that were being spent to send Egyptian products for inspection outside the country, explaining that the GOEIC adopted a strategy to establish comprehensive central laboratories for all tests, and these laboratories became the only ones allowed to be located and operate at ports.
During the visit, he explained that the GOEIC's efforts to establish its own laboratory began in 2021, instead of relying on previous protocols that were limited to Food Laboratory only.
He added that the expansion included the opening of 29 diverse laboratories that focus mainly on engineering tests, including: car parts, household appliances, batteries, in addition to the safety laboratory which is essential for testing electrical devices. It also included the establishment of the industrial laboratory and the conversion of the agricultural quarantine laboratory into a chemical laboratory.
Effectiveness and Efficiency of New Laboratories:
President of the GOIEC highlighted the effectiveness and efficiency of the new laboratories through a recent experience with "Sigma", a company that was exporting a 150-Amp power charger to Saudi Arabia. The product was initially scheduled to be sent to China for electromagnetic interference (EMC/EMF) testing. However, the GOEIC, in coordination with Saudi side, was able to complete the testing procedures internally and export the product directly after being tested at GOEIC's laboratories as they are accredited in numerous countries worldwide.
He affirmed that expansions, conducted in the central laboratories, ensured for Egyptian exporters speed of procedures and accuracy of results, which supports the state’s plans to increase exports and enhance the competitiveness of Egyptian products in global markets.
Engineer Sherif El-Sayad, Chairman of Engineering Export Council, confirmed that Egypt has internationally accredited laboratories for issuing Certificates of Conformity, which represents a fundamental shift in Export System and supports competitiveness of Egyptian products in foreign markets.
El-Sayad stated in private proclamations that most world countries require importers to obtain certificates proving that the products conform to the standards in force within these countries, noting that issuing these certificates requires products to be accurately tested within internationally accredited laboratories.
He pointed out that although Egypt has had highly efficient technical laboratories for years, they were not internationally accredited, which forced Egyptian manufacturers to bear high costs and waste a long time shipping their products to laboratories outside the country to conduct the necessary tests.
Certificates of Conformity within two weeks:
Chairman of Engineering Export Council added that this situation has been completely changed since operation of Sokhna Laboratories, confirming from his own experiment that he tested washing machines inside these laboratories at a very low cost, and within a period not exceeding two weeks, the test results were obtained and officially approved by Jordan Standards and Metrology Organization, which allowed the export of first shipment to Jordanian market with products that were tested inside Egyptian accredited laboratories.
El-Sayad extended his thanks and appreciation to Engineer Essam El Naggar, President of the GOEIC, for his great efforts in achieving manufacturers and exporters' dream to have internationally accredited Egyptian laboratories for issuing Conformity Certificates, that contributes to facilitating movement of exports, reducing costs and opening new markets for Egyptian industry.
On his part, Engineer Mohamed Al-Aidi, Undersecretary of Engineering Export Council, said that the presence of accredited laboratories for Engineering Sector represents a strong boost for companies in markets that impose precise conditions and requirements.
He stressed that services of GOEIC provided reliable Conformity Certificates at lower prices and faster procedures, which enhances the competitiveness of Egyptian products.
Mai Helmy, Executive Director of Engineering Export Council, confirmed that the council members appreciate the pivotal role of the central laboratories in achieving what she described as the “dream of rapid export,” through accredited quality certificates and lower costs, noting that industrial companies are now able to easily and conveniently conduct analyses and tests of their export-oriented products, which reflects on enhancing export performance and opening new markets.
