The project of the General organization for Export and Import Control to develop and establish an integrated digital system for managing border risks received final technical approval With a grant funded by the Korean International Cooperation Agency (KOICA) worth an estimated half a billion pounds

The project to develop and establish an integrated digital system for border risk management submitted by the General organization for Export and Import Control to the Korean International Cooperation Agency (KOICA) of the Korean government has received final technical approval will be granted, as the latest artificial intelligence, machine learning, and data analysis application systems will be applied in this field

The first phase of the project includes implementing digital and network connectivity and creating platforms to control and automate selective operations in applying the system of conformity assessment procedures and risk-based qualitative inspection (RBI) for industrial and non-food goods imported across borders at ports and customs ports. This coincides with the establishment and implementation of the second component of the system which is related to digital and network connectivity operations and the establishment of control and automation platforms for all of the GOEIC’s laboratories spread throughout the Republic and Egyptian ports and outlets, which are more than 320 laboratories, using the Laboratory Information Management System (LIMS).

The third phase of the project also includes implementing the application of an integrated cross-border risk management system for creating and implementing a digital system for tracking and internal preventive and interactive control of industrial and non-food goods in the local market using the latest artificial intelligence application systems, machine learning and data analysis in this field.
The Korean side reported that the approval of the administrative and legislative procedures to begin the process of implementing the project and purchasing the necessary equipment is currently being completed by the end of this year.

It is worth noting that a group of Korean experts appointed by the Korea International Cooperation Agency conducted a field study and survey during last January, during which they prepared and evaluated all the technical and construction requirements necessary to implement the project, including equipment, software design, and digital devices With the aim of fully implementing the integrated risk management system in monitoring and tracking industrial and non-food goods in the border and post-border stages, as the State of South Korea is one of the highest ranked and most advanced countries in the world in implementing this system.

Officials of the Korean International Cooperation Agency explained that the development project proposal submitted by the General organization for Export and Import Control is among the funding priorities of the Korean Agency in financing programs for development projects This is due to the importance of the project in achieving the objectives of the comprehensive strategic plan of the state and the directives of the President of the Republic regarding port governance and accelerating, simplifying and reducing the cost of conformity assessment procedures in ports for goods while tightening control over the circulation, import and export of bad goods, as well as in implementation of Egypt’s international obligations within the framework of the Trade Facilitation Agreement of the World Trade Organization (WTO) TFA and the recommendations of the World Bank and the Supreme National Committee for Trade Facilitation in this regard.

It is planned that the project will be implemented in three phases, starting from the beginning of 2025 until the end of 2029, at a total cost estimated at half a billion pounds.
