Dr. Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation, received a mission from the Korea International Cooperation Agency (KOICA), headed by Ms. Jinyoung Kim, Head of KOICA Egypt and Middle East Office, to discuss joint cooperation efforts with KOICA to implement a digital platform project for integrated and comprehensive risk management to facilitate trade in Egypt, which is being implemented for the benefit of the General Organization for Export and Import Control.
At the beginning, Dr. Rania Al-Mashat welcomed the KOICA delegation, confirming the depth of the Egyptian-Korean relations considered as one of Egypt's main partners in Asia. She explained that cooperation between the two countries is a unique example of effective partnerships through implementation of several pioneering projects in Egypt, in line with the national development objectives for achieving sustainable development, in accordance with Egypt's classification as one of five priority partners at the level of development cooperation efforts in South Korea to enhance the depth and importance of bilateral cooperation between the two countries and reflect the common commitment for achieving sustainable development.
Al-Mashat asserted the ministry's keenness to coordinate areas of cooperation with the Korean side in light of Egypt's Vision 2030, the strategic priorities of the government program, and sectoral plans, which contributes to achieving comprehensive and sustainable development. She referred to the ministry's role in implementing the economic and social development plan, achieving integration between national priorities and international partnerships, setting and developing Egypt's economic policies, and enhancing international cooperation to serve the Egyptian economy, along with focusing on using modern technology to improve government performance and support the digital transformation in various sectors, in addition to implementing structural reforms to create an attractive investment environment for the Private Sector.
Minister of Planning, Economic Development, and International Cooperation commended the financial and technical support provided by (KOICA) to develop the project that will facilitate and develop trade movement through digital transformation. She affirmed the project's importance in enhancing competitiveness by accelerating customs inspection and clearance processes, reducing the administrative obstacles and ensuring compliance with International Standards in Foreign Trade.
Al-Mashat emphasized that the project aligns with Egypt's strategic directions toward digital transformation and economic sustainability, providing accurate data that helps decision-makers formulate more efficient and effective policies in trade and industry sector. The project's long-term benefits are represented in achieving digital integration among various government agencies, enhancing government efficiency and reducing complex bureaucratic procedures.
She referred to the project's role in improving the business environment and attracting more foreign investment, especially as it contributes to improving Egypt's ranking in global indicators related to the easiness of doing business and economic competitiveness. She indicated Egypt's keenness to exchange expertise and to benefit from the Korean experience in developing digital trade systems, ensuring a qualitative leap in the Egyptian business environment. She affirmed the Ministry's commitment with continuing support of projects that contribute to achieving Egypt's Vision 2030 and promoting sustainable economic growth.
During the meeting, KOICA's teamwork displayed the importance of the project, its implementation phases, and the economic benefits it will achieve, particularly in terms of reducing the waiting time for goods at customs ports, reducing operating costs for companies, and increasing the confidence of foreign investors in the Egyptian Trade System. The project will be implemented starting from the middle of this year until the end of 2029, through multiple components, including building and operating the digital system for the Risk-Based Inspection System for non-food industrial goods, building and operating the digital information management system for all GOEIC's laboratories, in addition to building and operating the digital tracking and tracing system, and establishing the digital passport system for industrial products in the local market.
On her part, Ms. Jin Young Kim, Regional Director of KOICA Egypt Office, praised the effective cooperation between the office and the Ministry in coordinating the Korean experts visit to the GOEIC to finalize the project. Kim added that KOICA is currently cooperating with the Ministry to expand more comprehensively in the digital transformation axis, as this project is one of its most important outcomes. This project aims to support facilitating trade movement in Egypt and enhancing its competitiveness in the Global Trade, as well as simplifying procedures for inspecting the imported goods by reducing inspection time for shipments arriving at Egyptian ports. Project activities are scheduled to include establishing principles for improving machine learning models to enhance the accuracy and efficiency of risk-based cargo selection, as well as developing a strategic plan to develop the inspection and tracking system.
