Within the framework of the Korean government’s interest to review the distinctive outcomes achieved by the development project that ended in August 2023, and implemented to the (GOEIC) through the Korean Knowledge Sharing Program (KSP) funded by the Korean Export-Import bank (KEXIM bank) under the title:
“Developing a Risk-based Inspection, Sampling and Management System (RBI) to monitor imports of industrial and non-food goods within the framework of facilitating trade movement at ports in Egypt.”
Mr. Engineer Essam El-Naggar, Chairman of the Board of Directors of the (GOEIC), received the Ambassador of the Republic of South Korea, Mr. Kim Yonghyun, and the Regional Director of Korea International Cooperation Agency “KOICA”, Mrs. Jinyoung Kim and their accompanying diplomatic delegation from the Development Cooperation Sector of the Korean Embassy that consists of:

At the Headquarter of Organization’s laboratories inside Dekheila Port in Alexandria.
Whereas Mr. Engineer Essam El-Naggar reviewed the performance outcomes and indicators of the said project which outputs included the issuance of the legislative framework for Ministerial Resolutions No. 283 and 284 of 2023, that enabled the Organization of activating the application of the border risk management system in the procedures of conformity assessment and qualitative examination for the imports of industrial and non-food goods at ports.
Such system allows, for the first time since establishing the (GOEIC), the release of goods through the green lane and only the documentary examination without opening the container, in accordance with the approved measures and standards specified in Resolution No.284.
His Excellency also demonstrated the indicators of the World Bank report issued on October 28, 2024, that indicated a decrease in the average release time for goods presented to the (GOEIC) for (11) days in 2021 and (4) days in 2024, just as the Organization commenced to activate the application of the risk management system.
The meeting included discussions about the role of the Organization’s new project, funded by the Korean government through the KOICA, in developing and transforming the current system into the digital system equipped with the State-of-Art equipment and software based on the artificial intelligence and machine learning techniques to achieve the goal of activating an integrated digital system for the (GOEIC) in the field of risk management of goods tracking operations, as well as implementing the networking for the GOEIC laboratories through establishing a digital system for Laboratory Information Management (LIMS).
