GOEIC achievements from 1\1\2017 to 31\8\2017

 

Central Administration for Exports:

  • Accredit 91 citrus exporting plants and 98 potatoes exporting plants for the export season 2016/2017.
  • Following latest updates in connection with execution of memorandums of understanding signed between Egypt and each of (Tunisia - Sudan - Jordan - Kuwait - Saudi Arabia - Lebanon - Morocco) in the fields of mutual recognition of non-food industrial goods and pre-shipment inspection of Egyptian exports conformity certificates, where some memorandums of understanding have entered into force such as (Tunisia - Sudan).
  • Studying the notifications received from the European Union Rapid Alert Unit, as well as notifications received from the rest of the world concerning the rejected lots and taking the necessary action.
  • Certificates of origin are issued in accordance with the rules of origin protocols in the preferential agreements concluded between Egypt and other countries to apply customs exemptions and privileges granted to Egyptian exports as the following:

  •  Checking issued certificates of origin: 493 Inquiries and checks received from the customs of preferential agreements countries on the Egyptian exports were examined.
  • Checking the incoming origin certificates by the Egyptian customs: 2,723 cases related to the lots transferred by the Egyptian Customs in accordance with the Council of Ministers Resolution No. 597 of 2002 have been checked.
  • Visiting factories of (Jushi plant for fiber glass production - Glass for ready-made garments - Alnajma International for textiles  - Samsung- Samaya for auto parts  -C.G for textile - Mintra for Trade) to assess their industrial operations for the purpose of its productions acquiring the Egyptian origin character in the course of checking the certificates of origin.
  • Training management personnel on programs to improve the work environment, quality and performance (ISO 17020/2012 according to promotion of trade and local markets program – developing skills of supervisory management at the center for the preparation of leaders - tracking and recalling the food products under the Green Trade Initiative), and external programs (Agricultural Development Policies  At the Arab Planning Institute in Kuwait - Food Safety in Spain - Commodity Classification and Price Evolution for English Speaking Countries of Africa) in China). 
  • Participation in meetings, workshops and symposiums on exports, which contributed to identify all problems and obstacles facing the export process and contribute to solving it with all concerned parties.

Central department for the food commodities quality test laboratories:

  • Maintaining the international accreditation of (121) laboratory food tests by the Egyptian Accreditation Council.
  • Introduction and international accreditation of new examination areas:
  • Rapid detection of microorganisms that cause food spoilage in branches (Airport - Dekheila - Damietta).
  • Examination of pesticide residues in food.
  • Examination of fungal toxins in branches (Airport - Dekheila - Port Said).
  • Chemical inspection of cereals in branches (Airport - Port Said - Safaga).
  • Clostridium food Microorganism in Suez branch.
  • Campylobacter bacteria in Port Said branch.
  • Protein and Humidity in Cereals in the Inpharmatic System in branches (Suez - Damietta)
  • Specific weight in cereals in sensory tests in branches (Port Said - Dekheila).
  • Gluten in Cereals in Sensory Tests in Damietta Branch.
  • Histamine in fish in chemical tests in Damietta Branch.
  • Estimation of (protein - moisture - ash) in chemical tests in branches (Suez - Damietta - Port Said - Alexandria - Airport).
  • Folic acid M1 in milk in Dekheila branch.                             
  • Examination of strategic commodities (wheat - maize - soybeans) in accordance with the Prime Minister's resolution No. 2992/2016.

Developing and updating food laboratories through applying the following latest laboratory devices:

Supply of 5 FT-IR devices for the (Cairo, El-Dekheila, Adabia, Port Said, Damietta) branches to specify the items and its chemical composition.

Supply of EL ALIZ device for Damietta branch to detect the following:-

  • Cheating in meat or Pig Fat (Halal Food)
  • Hormones
  • Residues of veterinary drugs
  • Melamine substance in milk
  • Some types of bacteria, their toxins, fungi and their toxins
  • Supply of Nalmalter device for estimation of the specific weight of cereals in branches of (Cairo Airport - Dekheila - Damietta - Adabia - Safaga).

Central department for the industrial commodities quality test Laboratories:

First: In the area of developing laboratories and its devices:

  • Establishment of a laboratory for testing pumps
  • Establishment of a laboratory for testing electric ovens.
  • Development of angle projection device.
  • Development of air filters laboratory.
  • Development of static pressure testing device.
  • Development of the collabs device for fuel filters.
  • Development of the heating candle testing device.
  • Introduction of a test machine for fire extinguishers.
  • Establishment of furniture laboratory.

Second: Accreditation of test laboratories:

  •  Preparing the laboratory of fuel filters tests and laboratory tests of electrical parts for equipment and vehicles at the Airport branch, for accreditation in accordance with ISO/ IEC ١٧٠٢٥:٢٠١٧.
  • Preparing tires and rims tests laboratory at the Alexandria branch, for accreditation in accordance with ISO / IEC 17025: 2017.
  • Extending the area of accreditation for photosynthetic and photometric tests laboratory at the branch of the Airport by adding the Luminous flux for the LED lamps.

Central Administration for Imports of Industrial commodities:

  •  Checking pre-inspection certificates prior to the incoming shipments.
  • Checking and recording 5650 E-MARK certificates.
  • Participation in technical committees in the General Organization for Standards and Quality that are responsible for updating the Egyptian standard specifications.
  • Preparing and issuing ministerial resolutions for the registration of 95 companies into the lists of the virtual inspection because of the expiration of their quality certificate.
  • Issuing two resolutions to virtually inspect the production supplies according to resolution 558 of 2014.
  • Participation in the execution and re-export committees of 232 lots.

Central Administration for Imports of Food commodities:

  • Issuance of importing approvals for the strategic commodities.
  • Reviewing the importers requests for the unmatched food commodities lots.
  • Participation in the committees of food Import specifications in collaboration with the General Organization for Standards and Quality.
  • Preparing the travel committees to inspect meat at the country of origin.
  • Attending international conferences for the International Committee (CODEX) concerned with food labels.

Central Department for IT:

  • Setting up and operation of the electronic program for the central department for commercial records.
  • Completion of GOEIC new portal design.
  • Receiving and operating IP Telephone system to connect GOEIC branches.
  • Implementation of electronic linkage and exchange of information between GOEIC and the Customs Authority in ports of (Port Said - East Altfria - Damietta - Alexandria)
  • Preparing the infrastructure of the main control room in each of the servers, switches, computers and SW in the framework of the trade facilitation project "Egy Trade"
  • Coordination among the GOEIC, the Customs Authority, and the Central Agency for public Mobilization and Statistics to standardize foreign trade data.
  • Participation in meetings of the COMESA treaty.
  • Issuance of 8746 Reports on Foreign Trade Data.
  • Developing mechanisms for the implementation of Ministerial Resolution No. 43 of 2016 concerning the registration of branded factories and companies.
  • Completing infrastructure re-engineering project to develop the qualitative inspection system.
  • Signing a protocol between the GOEIC and the Tax Authority for data exchange.
  • Operating the program of inserting the final result subsequent to the final disapproval (execution - re-exporting).

Central department for human resources

In the framework of improving work environment and enhancing the quality and performance of GOEIC branches employees, the following training programs were held:

  • 30 specialized technical training programs.
  • 51 training programs in the area of improving English language.
  • 49 occupational safety and health training programs.
  • 33 foreign trade-training programs.
  • 44 training programs in the area of improving computer skills.
  • 28 training programs for the Central Agency for Organization and Administration.
  • 557 specialized internal training programs.
  • 555 seminars and workshops.
  • 98 training programs for students and those not working in GOEIC.
  • 22 abroad training programs.
  • 203 training programs for importers in preparation of granting the certificate of import practice.

Central department for financial and administrative affairs:

  • Following-up of Ministry of Planning to ratify the enhancing of GOEIC investment plan.
  • Following-up activation of electronic collection in the GOEIC.
  • Concluding a contract between the GOEIC and Dubai Ports Authority to conduct some laboratory analyses in exchange for money.
  • Completion of fire-fighting tank and cargo elevator project in Damietta branch.
  • Completion of the development of the training halls in Damietta branch.

Second: Future plans and goals to be implemented during 2018:

  •  Preparing of GOEIC to award Global Management Quality System Certification ISO 9001/ 2015
  • Preparing GOEIC for accreditation as a conformity certificate awarding body of products in accordance with ISO 17065 in collaboration with the European Union.
  • Preparing GOEIC to accredit as an international inspection body in accordance with global standards ISO 17020 in collaboration with the European Union.
  • Central Administration for Exports
  • Developing export inspections and licensing exported lots as well as providing technical guidance to exporters.
  • Coordinating with the relevant bodies to overcome problems and barriers facing the exporters.
  • Training the management and branches staff to improve the work environment, the quality and performance in coordination with the Central department for human resources.
  • Completion of GOEIC tracking crops project by issuing binding legislations as a quality management system on Egyptian exports within the framework of the green trade initiative project.
  • Follow-up executive status regarding implementation of memorandums of understanding signed between Egypt and each of: (Tunisia, Sudan, Jordan, Kuwait, Saudi Arabia, Lebanon and Agadir's countries) in two fields of mutual recognition of conformity certificates for non-food, industrial goods and pre-inspection prior to shipment of Egyptian exports and assuming the necessary measures to implement the remainder of inactive memorandums of understanding and participating in meetings of joint technical committees and related coordination meetings.
  • Following-up issuance of certificates of origin in accordance with rules of origin protocols in preferential agreements concluded between Egypt and other countries to apply customs exemptions and advantages granted to Egyptian exports.
  • Automation of certificates of origin issuance for exported Egyptian goods.

Central department for the food commodities quality test laboratories:

  • Development of food inspection laboratories in GOEIC Safaga branch
  • Setting fully-equipped laboratories for inspection of pesticides residues in foods at branches of (Cairo airport - Dekheila - Port Said).
  • Development of oil laboratory in Dekheila.
  • Equipping of grain inspection laboratory in Port Said branch.

Central department for the industrial commodities quality test Laboratories:

First: In the field of developing laboratory equipment:

Electrical commodities department:

  • Laboratory for quality testing of air conditioners in collaboration with the European Union is under construction
  • Development of fluxmeter device for car lamps
  • Introduction of mobile battery testing device
  • Introduction of (IP) meters device for humidity
  • Completion the pump testing laboratory
  • Completion of development of angle projection device

Spare parts department:

  • Completion of air filters laboratory development
  • Introduction of thermostat testing device
  • Introduction of the electric gasoline pump testing device
  • Introduction of ball joints testing device
  • Introduction of sleeves and alloys testing device and making models of such.

Building materials and chemicals department:

  • Adding Gauss Meter to test kid toys.
  • Adding carbon and sulfur determining device for mineral analysis.
  • Completing the drinking utilities laboratory.
  • Providing kid laser-toys test device to kid toys.
  • Providing sensitive balance scales with different ranges to chemicals laboratories.
  • Providing torsion moment testing device to the prones.
  • Providing hardness test device (shore) to the prones.
  • Providing Spherometer to car mirrors testing.
  • Innovating devices to reflecting triangle tests.

Miscellaneous Department:

  • Introduction of ozone resistance test device.
  • Development of performance device and measurement of flow rate to discharge the powder from the extinguisher.
  • Introduction of device for measuring and testing of efficiency of extinguisher meters (barometers).
  • Development of belt tests laboratory.
  • Development of the workshop to become a central workshop containing (Fraser drill + press for cutting and setting samples + angle grinder).

Second: Accreditation of test laboratories:

Preparation of following laboratories for Accreditation in accordance with the international standards ISO/IEC 17025 2017:

  • Pressure tests laboratory, airport branch.
  • Belt tests laboratory, airport branch.
  • Friction materials tests laboratory, airport branch.
  • Drinking utensils tests laboratory, airport branch.
  • Spectral analysis laboratory, airport branch.
  • Ceramic laboratory, Alexandria branch.
  • Spectral analysis laboratory, Alexandria branch.
  • Dry batteries laboratory, Port Said branch.
  • Friction motor laboratory, Port Said branch.
  • Locks laboratory, Port Said branch.
  • Cement laboratory, Damietta branch.

Extending the accreditation for the following laboratories:

  • Extending accreditation for plugs, sockets and switches test laboratory at the Airport branch by providing tests for plugs.
  • Extending accreditation for photosynthetic and photometric tests laboratory at the Airport branch by providing life expectancy test for the LED lamps.
  • Extending accreditation for laboratory of electrical circuit breakers tests at the Airport branch by providing tests related to the Molded Case Circuit Breaker (MCCB).
  • Extending accreditation for the testing laboratory of household appliances that burn the liquefied petroleum gases at the Airport branch by providing gas leaking test to the low pressure regulators of household appliances that burn liquefied petroleum gases.
  • Extending accreditation for testing laboratory of shock absorber devices for vehicles at Airport branch by providing the quark tests.
  • Extending accreditation for testing laboratory of electrical parts for vehicles and equipment at Airport branch by providing tests of ignition plugs.
  • Extending accreditation for testing laboratory of children toys safety at Airport branch by providing the ignition test.
  • Extending accreditation for testing laboratory of shoes and leather at Port Said branch.
  • Extending accreditation for testing laboratory of electrical cables at Al Adabiya branch.
  • Extending accreditation for testing laboratory of shoes and leather at Al Adabiya branch.
