Central Department of Information Systems and Digital Transformation

Within the framework of the Egyptian State's endeavor to improve the capacities of the administrative apparatus and its various units to develop working methods and procedures and in line with the National Agenda for Sustainable Development and Egypt's Vision 2030, The Prime Minister's Decree No. 1146 of 2018 to introduce new organizational divisions in the units of the State's administrative apparatus and Decree No. 86 of 2019 of the Chairman of the Central Regulatory and Administrative Agency establishing an organizational structure of information systems and digital transformation of the State's administrative organ and its subsidiary organizational structures. The General Organization for Export and Import Control is keen to keep abreast of developments.

Central Department of Information Systems and Digital Transformation:

Competence of the Central Department of Information Systems and Digital Transformation:

  1. The development of the general framework of the Information Systems and Digital Transformation Plan of the GOEIC in the light of the State's Digital Transformation Strategy in coordination with the Ministry of Communications and Information Technology.
  2. Prepare plans, programs, projects and initiatives for the digital transformation of the GOEIC in partnership with all relevant organizational divisions within the GOEIC and submit them to the competent authority.
  3. Development of digital transformation measurement indicators to ensure achievement of targets and sustainability of digitization processes and automation of the GOEIC's business and services
  4. Provide the information infrastructure necessary for the completion of GOEIC's work and activities within a technically and professionally homogeneous working environment.
  5. Develop or provide systems, applications and databases for all areas of GOEIC's work and activities, whether internal or external.
  6. Managing, updating and securing systems, applications and databases for all areas of GOEIC's work and activities, both internal and external
  7. To monitor the mechanization of the activities and services of the GOEIC and ensure that the requirements of an advanced and integrated digital transformation system are met.
  8. Provide the necessary technical support and prepare reports and statistical studies on all activities and services of GOEIC and provide them digitally.
  9. Provide the GOEIC's decision makers and staff with the information and knowledge they need in their business.
  10. Design, manage, and update GOEIC's website so that it is a mechanism for effective communication with its clients.
  11. Supervised and technical guidance of technical support in GOEIC and branches.
  12. Development of the Training Needs Plan for Information Systems and Digital Transformation of the GOEIC's staff, follow-up implementation, and evaluation of the impact of training
  13. Adherence to digital governance and information security mechanisms to optimize the utilization of the assets of the GOEIC's digital system.

Competence and responsibilities of the General Department of Infrastructure and Information Security:

  1. Identification and provision of technological requirements for the infrastructure of computers, printers, scanners, networks, operating system and user licenses required for the work of GOEIC.
  2. Implement the annual plan, programs, projects, and initiatives for infrastructure and secure information in GOEIC in partnership with all relevant organizational divisions within GOEIC.
  3. Management of technological infrastructure components with all periodic maintenance and continuous modernization
  4. Development and implementation of an integrated information system on GOEIC's internal networks to facilitate communication and exchange of information within GOEIC, between GOEIC and its headquarters or affiliates, and between the GOEIC and other entities
  5. Provide cybersecurity to GOEIC's information system against potential risks and establish the necessary controls.
  6. Work to achieve performance indicators for infrastructure operations, activities, and services, and secure information to ensure the achievement of targets and the sustainability of digitization and automation processes for the work and services of GOEIC
  7. Provide the necessary infrastructure for completing GOEIC's work and activities, and ensure its availability, sustainability, and security.
  8. Ensure that all devices and systems of the GOEIC are updated and secured.
  9. Ensure that specific standards, frameworks, policies, and processes of information systems modules, digital transformation, digital governance mechanisms, and information security are adhered to optimize the utilization of GOEIC's digital system assets
  10. Develop a training needs plan for infrastructure personnel and secure information in coordination with human resources, follow up implementation, and assess the impact of training

Competence and responsibilities of the General Department of Systems, Applications and Technical Support:

  1. Analysis of GOEIC 's work system, identification and provision of digital transformation requirements, systems, applications and databases needed for the work of GOEIC
  2. Implementation of the annual plan, programs, projects, and initiatives for systems, applications, and databases of GOEIC in partnership with all relevant organizational divisions within GOEIC
  3. Design and technical testing of GOEIC's systems and applications to ensure the efficiency and effectiveness of its electronic system.
  4. Manage, maintain, and update the systems, applications, and databases of GOEIC's internal and external activities and services and ensure the efficiency and sustainability of GOEIC's automation and digital transformation.
  5. Designing and creating databases necessary for digital transformation and linking them to the digital converter to ensure that the integration of databases is maximized at the state level.
  6. Design and develop the GOEIC 's website to ensure the provision of updated interactive services.
  7. Providing technical support and assistance related to the digital transformation system, supervision, and technical guidance of the branches' technical support.
  8. Management of suppliers and service providers to upgrade systems, applications, and support services provided
  9. Work to achieve performance indicators for systems and applications operations, activities and services, and technical support to ensure. Achieving objectives and sustaining digitization and mechanization of GOEIC 's business and services.
  10. Adhere to cyber security controls and instructions for systems, applications, databases, and website while keeping backups periodically.
  11. Ensure that specific standards, frameworks, policies, and processes of information systems modules, digital transformation, digital governance mechanisms, and information security are adhered to optimize the utilization of GOEIC's digital system assets
  12. Develop a training needs plan for systems and application staff and technical support in coordination with human resources, follow-up implementation, and evaluation of the impact of training.

Competence and responsibilities of the General Department of Statistics, Reports and Electronic Publishing:

  1. Identify and provide digital transformation requirements, data, information and reports needed for GOEIC's work
  2. Implementation of the annual plan, programs, projects, and initiatives for statistics, reports, and electronic publishing of GOEIC in partnership with all relevant organizational divisions within GOEIC
  3. Collect, operate, and process data and information on all the Unit's activities for digitization.
  4. Archive, record, review and verify the accuracy of all data and information electronically
  5. Scientific analysis of the content of electronic data, information, and documents and the work of summaries, reports, studies, graphs, forms, and presentations that facilitate their utilization
  6. Provide the GOEIC's decision-makers with the required data, information, and reports.
  7. Review and presentation of technical reports of GOEIC
  8. Adherence to data and information availability controls
  9. Presentation of data and information by the regulations and permissions and availability on the website of GOEIC, taking into account periodic updates.
  10. Work on achieving performance indicators for statistical, reporting, and electronic publishing operations, activities, and services to ensure the achievement of targets and the sustainability of digitization and automation of GOEIC's work and services.
  11. Ensure compliance with the specific standards, frameworks, policies, and processes of information systems modules, digital transformation, and digital governance mechanisms and secure information to optimize the utilization of GOEIC's digital system assets.
  12. Develop a training needs plan for statistical staff, reports, and electronic publishing in coordination with human resources, follow-up implementation, and evaluation of the impact of training.
