Eng. Ahmed Samir, Minister of Trade and Industry, issues a decree to amend some provisions of the regulations of Law No. 118 of 1975 in the matter of import and export and the system of procedures for examining and controlling imported and exported commodities

Pursuant to the directives of his Excellency President Abdel Fattah el- Sisi, Eng. Ahmed Samir - Minister of Commerce and Industry, issues a decree amending certain provisions of Law No. 118 of 1975 concerning import and export and the system of procedures for examining and controlling imported and exported commodities.

The decree authorized to the General Organization for Export and Import Control to develop a risk management system for the inspection and testing of imported industrial (non-food) commodities.

Issuing another ministerial decree to form a committee to set standards and controls for an integrated risk management system to examine non-food industrial commodities.

In implementation of the directives of His Excellency President Abdel Fattah El-Sisi to facilitate the procedures of import and export operations and to facilitate the movement of foreign trade, Eng. Ahmed Samir, Minister of Trade and Industry, issued a decree to amend some provisions of the regulations of Law No. 118 of 1975 regarding import and export and the system of procedures for examination and control of imported and exported goods, the decree added a new article to the regulations issued by Ministerial decree No. 770 of 2005, according to the General organization for Export and Import Control sets up a system for risk management in the inspection and testing of imported non-food industrial commodities , so these operations are carried out selectively based on the controls for analyzing risk factors.

The minister said that this decree comes within the framework of the ministry's keenness to improve the system of services provided to the exporters and importers community through commitment to implementing the latest systems and rules internationally followed in procedures for examination and release of exported and imported shipments, which contributes to facilitating the movement of trade between Egypt and the other countries all over the world, indicating that the decree is based on the joint memorandum submitted by the General organization for Export and Import Control and the Agreements and Foreign Trade Sector.

The Minister issued another decree regarding the formation of a committee to set standards and controls for the integrated risk management system to examine non-food industrial commodities, headed by the Chairman of the General organization for Export and Import Control.

Form his side, Eng.Essam Al-Naggar, Chairman of GOEIC explained that until the standards and controls of the integrated risk management system for examining imported non-food industrial commodities enter into force, the documentary examination will be sufficient for the aforementioned commodities imported from producers registered with GOEIC and who meet the provisions of Article 94 of The list of rules implementing the provisions of Law No. 118 of 1975 in the matter of import and export,under the condition that they are registered in the approved economic operator program and that the conditions for release in the green track are met in relation to their goods in accordance with the provisions of the executive regulations of the customs law issued by Law No. 207 of 2020, noting that the chairman of GOEIC will have to conduct a random check on any of the submitting shipment. If it is proved that the goods which have been randomly checked do not conform to the specifications, the producer company shall be warned to be removed from the register and delete in case of repeating and may not be re- register until one year after the date of the write-off and to meet the controls guaranteed by the present decree.

Al-Naggar asserted that these decrees are aimed at complementing the procedures with the Egyptian Customs Authority and supporting businessmen from exporters and importers and reduce the burden on them. They contribute to reducing the documentation provided to government agencies as well as reducing the time of customs release by accelerating the inspection and reducing its costs and not overcrowding products in Egyptian ports, mentioning to the desire of GOEIC to modernize and develop its own system of control procedures for evaluating conformity of imported and exported goods in the transboundary movement of foreign trade, which is based on applying an integrated risk management system, which includes tighter control of the conformity of products traded in the internal market with the aim of governance of outlets and accelerating, simplifying and reducing the cost in the procedures for evaluating conformity of ports to the goods while tightening control over trading , importing and exporting of the inferior goods.

The General Organization for Export and Import Control is working to implement the plan of action to apply the integrated risk system to include the implementation stage of the system in outlets and ports, in conjunction with the networking stage of the all laboratories of GOEIC throughout the Republic and the Egyptian ports and outlets (for more than 300 laboratories) through the LIMS, ending with the implementation of the third stage of the project for the applying of the integrated risk management system until post-border to include tracking system, market control, information exchange and rapid warning of industrial goods and products in accordance with applicable global standards.

it is worth mentioning that GOEIC have collaborated with the Korean Knowledge Exchange (KSP Program) regarding the establishment and development of the integrated risk management system of GOEIC in conformity assessment and examination procedures for industrial commodities in the cross-border trade movement.
