Service description

1. Amending establishments registration data in accordance with the Law on Importers Register 121/1982 and amended according to Law 7/2017.
2. The amendment that does not affect the entry must be such that it does not lose one of the conditions of entry in the importers registry in accordance with Law 7/2017, such as:
   • Modify the trade name or trademark
   • Editing the importer
   • Modify the address of the headquarters within the same governorate.
   • Amendment of the legal entity without the expiration of the legal personality.
   • Defining the import activity or opening it without changing the import activity.
   • Adding or deleting an authorized agent in the sole proprietorship.
   • Entry or exit of a partner or modification of his capacity in companies.
   • Amending who has the right to manage and sign
   • Add or delete a manager
   • Add or delete commodity groups
   • Add or delete a branch
   • Amending the capital without being less than the minimum required according to Law 7/2017.

Amendment date

Goeic must be notified of any amendment to the commercial register or tax card within 60 days from the occurrence of the amendment.

Place of service

Branches of Goeic are: Maarouf - Sixth of October - Alexandria - Port Said - Suez - Damietta - Office of the Investors Services Complex in the General Investment Authority.

Conditions for obtaining the service

1. Not more than 90 days have passed since the expiry of the import card without renewing its validity.
2. That the commercial registry has not been erased due to the expiration of the natural personality.
3. That the file at the Tax Authority has not been permanently suspended due to the expiration of the natural or legal personality.
4. That the natural personality has not expired due to the death of the person concerned.
5. That the legal entity of the company has not been changed and as a result the legal personality has expired.
6. That the head office fixed in the commercial registry has not been changed from one governorate to another.
7. That the import activity has not been written off from the commercial register.
8. That the capital has not been modified to be less than the legally prescribed minimum.
9. For companies in the case of foreign ownership, the capital owned by Egyptians must not be less than 51% of the paid-up capital.
   Note
   If, upon submitting a request to amend the data, it appears that one of the previous cases has occurred, the administrative entry shall be cancelled.

Documents required to obtain the service

First: individual establishments

1. The amendment request form signed by the concerned employee, the authorized representative (if any), or the representative.
2. A copy of the national ID card or passport of the applicant and the original for viewing.
3. A recent official extract from the commercial register, valid and confirming the amendments, registered and notarized, valid for a period of not less than 90 days, and an update that has not been issued for more than 90 days.
4. In the event that one of the copies issued to the facility is lost, a report of its loss shall be submitted.
5. A copy of the tax card and the original for review, with the amendments installed.
   OR a basic data document for the taxpayer from the Tax Authority (to complete all tax card data)
   If the applicant is an agent
6. A copy of a notarized power of attorney from the real estate registry and the original for review (even a second agent is accepted only)
7. Acknowledgment of the validity of the power of attorney signed by the agent
   If an authorized agent has been added or modified
   In addition to the documents from 1 to 7, the following shall be completed for the authorized agent:-
8. An acknowledgment of the individual establishment’s entry in the importers’ register personally signed by the employee in charge of the department, or his signature validated by the bank.
9. A copy of the national ID card or passport of the authorized agent and the original for viewing.

10. An official extract of the birth certificate to prove nationality.
    If the person responsible for the import has been modified (that the person concerned, an authorized agent, or an employee of the facility is insured), the following documents shall be submitted:
11. A copy of the national ID card or passport of the holder of the import practice certificate and the original for viewing.
12. The original import practice certificate for the person responsible for importing
    OR a copy of the payment voucher for the import practice course fees at GOEIC
    OR a letter from the regional center for foreign trade training stating that the training course has been booked at the center
    OR a letter from the Chamber of Commerce stating that the training course has been booked.
13. If the holder of the import practice certificate is an employee of the facility, he shall also be submitted.
    • The origin of the insurance print (1 s. of insurances)
    • Birth certificate of the person responsible for the insured import
    • A letter from the facility stamped to determine who is responsible for the insured import and that he is still working in the facility

Secondly, companies of persons and limited liability

1. The amendment request form signed by the competent employee who has the right to manage and sign or the agent.
2. A copy of the national ID card or passport of the applicant and the original for viewing.
3. An official extract from the Commercial Register, renewed and recent, in which the amendments are registered and notarized, valid for a period of not less than 90 days, and an update that has not been issued for more than 90 days.
4. An official copy sealed with a live seal of the emblem of the Republic from the amendment contract registered, notarized and fixed in the commercial registry
5. Old importers record cards to be modified In the event that one of the copies issued to the company is lost, a report of its loss shall be submitted
6. A copy of the tax card and the original for review, with the amendments installed.
   OR a basic data document for the taxpayer from the Tax Authority (to complete all tax card data).
   If the applicant for the amendment is an agent
7. A copy of a notarized power of attorney from the real estate registry and the original for review
8. Acknowledgment of the validity of the power of attorney signed by the agent
   In the event of the entry of a general partner or the modification of the capacity of a partner to a general partner, or the entry of certain managers, in addition to the documents from 1 to 8, the following shall be fulfilled:
9. A declaration of the importers register signed in front of the competent employee, or the authenticity of the signature from the bank
10. A copy of the national ID card or passport and the original for viewing
11. Official extract of birth certificate to prove nationality
    If the person responsible for the import has been modified (that one of their names in the commercial registry or an employee of the company is insured):
12. A copy of the national ID card or passport of the holder of the import practice certificate and the original for viewing.
13. The original import practice certificate for the person responsible for importing.
    OR a copy of the payment voucher for the import practice course fees at the Authority
    OR a letter from the regional center for foreign trade training stating that the training course has been booked at the center
    OR a letter from the Chamber of Commerce stating that the training course has been booked.
14. If the holder of the import practice certificate is an employee of the company, he is also presented:
    • The origin of the insurance print (1 s. of insurances)
    • Birth certificate of the person responsible for the insured import
    • A letter from the facility stamped to determine who is responsible for the insured import and that he is still working in the facility

Third, joint stock companies

1. The amendment request form signed in front of the competent employee who has the right to manage and sign or the agent
2. A copy of the national ID card or passport of the applicant and the original for viewing
3. An official extract from the Commercial Register, renewed and recent, in which the amendments are registered and notarized, valid for a period of not less than 90 days, and an update that has not been issued for more than 90 days.
4. A true copy of the Republic emblem stamped from the minutes of the general assembly meeting in which the amendments approved by the Companies Authority are registered
   OR a true copy with the seal of the Republic's logo from the amendment contract registered and published in the interest of companies.
   ORthe original newspaper of the companies in which the amendment was published
5. Old importers record cards to be modified In the event that one of the copies issued to the company is lost, a report of its loss shall be submitted
6. A copy of the tax card and the original for review, with the amendments installed
   OR a basic data document for the taxpayer from the Tax Authority (to complete all tax card data).
   If the applicant for the amendment is an agent
7. A copy of a notarized power of attorney from the real estate registry and the original for review
8. Acknowledgment of the validity of the power of attorney signed by the agent.
   In the event of the entry of members of the Board of Directors, the amendment of the Chairman of the Board of Directors, or the entry of certain managers, in addition to the documents from 1 to 8, the following shall be fulfilled.
9. A declaration of the importers register signed in front of the competent employee, or the authenticity of the signature from the bank.
10. A copy of the national ID card or passport and the original for viewing.
11. Official extract of birth certificate to prove nationality
    If the person responsible for importation is modified, provided that one of their names in the commercial registry or an employee of the company is insured.
12. A copy of the national ID card or passport of the holder of the import practice certificate and the original for viewing.
13. The original import practice certificate for the person responsible for importing.
    OR a copy of the payment voucher for the import practice course fees at Goeic.
    OR a letter from the regional center for foreign trade training stating that the training course has been booked at the center
    OR a letter from the Chamber of Commerce stating that the training course has been booked
14. If the holder of the import practice certificate is an employee of the company, he is also presented
    • The origin of the insurance print (1 s. of insurances)
    • Birth certificate of the person responsible for the insured import
    • A letter from the facility stamped to determine who is responsible for the insured import and that he is still working in the facility.

Modification procedures or entering data in the importers register

1. Book an appointment through Goeic’s website (in case the application is submitted with a favor - October - the office of the Investors Services Complex in the General Investment Authority only)

2. Submitting the required documents in accordance with the provisions of Law No. 7 of 2017 Examination of documents
3. Determining the value of the prescribed fees through the application receiving window
4. Pay the fees to Goeic’s treasury with a visa or a letter from the bank stating that the amount of fees has been deposited into the Goeic ’s account
5. Financial and technical audit
6. Enter the importers record card data
7. The person concerned should review the card before wrapping it and receiving it
8. Packaging and delivery

Important Notes :

3. A resource development stamp is presented of 2 pounds + a stamp of 1 pound on copy of the authorized.
4. It accepts even a second agent only and does not accept dealing with authorization in the importers registry.
5. If the person concerned or who has the right of management and control outside the country and delegated his legal representative to submit an application for obtaining the service at Goeic, the power of attorney issued by a foreign authority must be certified by the Egyptian embassy or consulate abroad and deposited in the real estate registry in Egypt.
6. The agent may not sign the personal declarations that must be submitted by all those whose names are in the commercial registry and who are responsible for importing
7. In the event that someone who fulfills the declarations travels outside the country, the declarations and a copy of the passport shall be authenticated by the Egyptian embassy or consulate abroad.
8. If the company has a foreign partner, the Egyptian national responsible for import must be registered in the commercial registry.
9. Import practice certificate
   • Issued by the training center at the headquarters of the authority, the foreign trade training center or the chamber of commerce
   • In the event that the import practice certificate is not completed upon request for registration, a copy of a voucher for payment of the training course reservation fees and a temporary card for the importers registry can be obtained for a period of three months until the import practice certificate is completed.

11. After amending the import card, the customs dealers card must be activated from the customs computer, car customs at Cairo International Airport
12. If the amendment affects the registration (for the loss of one of the conditions of registration or renewal according to Law 7 of 2017), the following actions are taken
    • The administrator is removed from the importers register
    • If Goeic is notified of the amendment affecting the registration within 60 days, he is entitled to recover the insurance
    • If Goeic is notified of the effective modification of the registration after 60 days, the decision on the request to recover the insurance amount will be postponed until the criminal case is decided upon.
