Writing -off the importer's register according to the request of the importer and the insurance refund in accordance with the law numbered 121/82 amended by Law 7 / 2017

Writing-off the documents according to the request of the importer and the insurance refund.

1. An original form of the "request for deletion at the request of the importer and recovery of the insurance" signed by the person concerned, or who has the right to manage and sign in front of the competent employee, or with the validity of the signature from the bank According to the commercial register submitted at the time of deletion.
2. An official extract from the commercial register, valid and current
3. A copy of the national ID card or passport of the owner of the facility, or who has the right to manage and sign and the original for viewing.
4. Bringing all valid copies of importers record cards issued to the facility / company or a police report of their loss or the loss of any of them.
5. Acknowledgment of insurance recovery for the cards that have been written off, signed by the person who has the right to manage and sign in front of the competent employee, or approving the validity of the signature from an approved bank.
6. Receipt of collecting cancellation fees.
7. The original receipt for the collection of the insurance amount to be recovered or a copy of the letter of guarantee
8. A letter from the bank with the account number to which the insurance will be transferred, provided that this bank is approved by the electronic payment system of the Ministry of Finance with the same name and commercial name issued in its name, the insurance in the file.
9. If the applicant is an agent
   • A copy of a notarized authorized from the real estate registry for the purpose of writing off the registration and recovering the insurance and the original for review (even a second agent can be accepted )
   • A copy of the national ID card or passport of the agent and the original for reviewing.
   • Acknowledgment of the validity of the power of attorney signed by the agent.

Insurance refund terms

1. Issuance of the final cancellation decision and its registration on the system.
2. There are no open consignments in process.

Writing-off procedures according to the request of the importer and refund the insurance.

1. Reserving an appointment through the organization’s website (in case the application is submitted in Marouf, October, or the Investor Services Complex at the Investment Authority

2. Submitting the required documents in accordance with Law 120 /1982.
3. Check and review documents.
4. Registration of writing-off request and insurance refund.
5. Paying the required fees.
6. Financial and technical auditor
7. Preparing and approving a write-off note
8. Recording the final delisting decision
9. Ensure that there are no consignments under process or if the transaction number is banned.
10. Reviewing the file to ensure that there is no legal obstacle to the refund and to ensure that the insurance has not been previously refunded.

12. Sending the insurance refund request and its attachments to the Financial Affairs for review.
13. Financial and technical auditor of the application and the attachments.
14. Completing the financial cycle to recover the insurance and transfer the amount to the customer's account.

3. A resource development stamp of two pounds to be submitted + a stamp of 1 pound and to be put on a copy of the power of attorney, if existed.
4. Only a second agent is accepted and does not accept dealing with authorization in the importers registry.
5. If the person concerned or who has the right to manage and sign is outside the country and he delegates his legal representative to submit an application for obtaining the service at GOEIC, the authorized issued by a foreign authority must be legalized by the Egyptian embassy/consulate abroad and deposited in the real estate registry in Egypt
6. The procedures for recovering the insurance shall not be proceeded before the issuance of the decision to write off and its registration on the system.
7. To obtain a certificate stating that the facility or the company has been written off, you can request a data certificate.
8. After writing off the importers register card, this must be proved at the customs authority at the customs computer - Car Customs at Cairo International Airport.
9. The presence of any open customs certificate (export or import) for which the conformity or rejection notification has not been received on the system prevents the recovery of the insurance
   Procedures for finalizing consignments in process.
   • The importer/exporter must complete the consignment procedures at Goeic's concerned branch (at the port where the consignment is imported /exported). this is done through receiving the conformity or rejection's notification , or through submitting an evidence indicating the completion of the pending consignments procedures for technical support at the airport’s headquarters
   • Consignments in process are automatically uploaded once their procedures are completed.
   • You can go to Goeic’s branch at Marouf to precede with the insurance recovery procedures.
10. The tax card may be prohibited due to a violation of Article 86 or Article 96 of Regulation 770/2005, which prevents the recovery of insurance until the reasons for the ban are removed and the ban is lifted.
11. Legal obstacle that may prevent insurance recovery
    
    • If it is proven in the file that the facility or company has previously notified GOEIC of any amendment to the registration data at the importers register 60 days after the occurrence of that amendment.
    • The action taken in the event of a legal impediment, the decision on recovering the insurance is postponed until the public prosecution responds.

    • Issuance of the final cancellation decision and its registration on the system
    • There are no open consignments in process.
    • There is no ban on the transaction number.
    • There is no legal impediment to recovering the insurance
    • Ensure that the account number to which the insurance will be transferred is approved by the electronic payment system of the Ministry of Finance
13. The establishment/company may not be re-registered except after the cancellation decision has been issued and registered on the system
14. Crossing out the entry at the importer's register leads to a ban on the tax card. In the event that any other activity in the tax card (other than import activity) continues, you can contact the call center 19591 or visit the Customer Service Office at the airport.
