Exports and origin

 

 

Central Department of Exports, Origin, Research and Technical Guidance is the department responsible for issuing certificates of origin, providing services of issuing pre-inspection certificates prior to shipping for Egyptian exports, reviewing trade agreements and carrying out subsequent verification procedures received from customs authorities of countries with which preferential trade agreements on the Egyptian exports are concluded.
 

The following is an explanation of its affiliate departments: :

General Department for Exports Inspection

The role of this Department is to follow up works of inspection and licensing of lots exported through various branches of GOEIC where GOEIC inspects the industrial products which should be inspected according to the wish of the customer, and inspection shall be carried out in accordance with ministerial resolutions related to each commodity; international standard specifications; European, regional, national or Egyptian specifications or terms of contract specified by the contracting party, taking into consideration safety and quality requirements according to such reference with holding exporters accountable to meet the references requirements of contract before the contracting party.

Inspection of commodities that stakeholders or any body request to be optionally examined

Inspection of solvents: In accordance with Ministerial Resolution No. 591 of 2014 - leathers: In accordance with Ministerial Resolutions No. 453 of 2015 and No. 879 of 2017 concerning the inspection of leathers lots at production areas –marble: According to Ministerial Resolution No. 556 of 2014 and Circular No. 7 issued by the Customs Authority which states that marble lots should be presented to GOEIC to determine the level of finishing).

Inspection of Tobacco (Shisha).

Follow up receiving and inserting the statistical forms in all GOEIC branches.

Issuance of pre-shipment inspection certificates for the Egyptian Exports, and conformity certificates for the Egyptian exported industrial (non-food) goods and products, within the framework of agreements signed in the field of mutual recognition of conformity certificates for industrial (non-food) goods between Egypt and number of countries which is already taken place, like:

 A. the Memorandum of understanding signed between Egypt and Tunisia in the field of mutual recognition of conformity certificates for non-food industrial commodities.  Download Agreement

General Department for Research, Specifications and Technical Guidance

A department dedicated to provide technical guidance to exporters for free in respect of all importing process steps and the latest specifications and requirements of exporting to the foreign markets.

General Department for Issuance of Certificates of Origin

GOEIC exclusively issues certificates of origin or transit for exported commodities of Egyptian or acquired-Egyptian origin that have been exported to countries that have concluded bilateral, regional or multilateral trade agreements with the Arab Republic of Egypt under which the Arab Republic of Egypt enjoys preferential transactions. Certificate of origin, according to preferential agreements, shall not be issued except for the states of preferential agreement with the exception of what is set out specifically in any of these agreements Types of certificates of origin issued by GOEIC are (Emblem of the League of Arab States, bilateral agreement - EUR, 1 - EUR .MED - FORM.A - G.S.T.P - COMESA) According to Articles (45, 46, 47, 48, 49, 50 and 51) of the Ministerial Resolution No. 770 of 2005 and its amendments, concerning the issuance of rules book governing the implementation of the provisions of Act No. 118 of 1975 concerning import, export and the system of procedures, inspection and control of imported and exported commodities Additionally, the Ministerial Resolution No. 835 of 2017 issued on 30/5/2017 concerning the amendment of some provisions of rules book governing the implementation of the provisions of Act No. 118 of 1975, concerning import; export and the system of procedures, inspection and control of imported and exported commodities, issued by Ministerial Resolution No. 770 of 2005, which provides for some amendments to Articles 45 and 48 concerning the issuance of certificates of origin with a period not exceeding six months as of the issuance date of such resolution to reconcile the conditions. .

General Department for Commercial Agreements and Verification

  • Participating in trade agreements meetings related to the nature and functions of GOEIC to perform its role in facilitating trade
  • Reviewing subsequent verification requests received from customs of countries with which preferential trade agreements are concluded, in addition to carrying out the procedures verifying the validity of certificates of origin and the origin of Egyptian exports in accordance with its Protocol of Rules of Origin and responding thereto
  • The Department checks whether the goods imported from countries with which preferential agreements are concluded meet the Protocol of Rules of Origin of these countries based on the referral of the lot and its documents from the Egyptian Customs to the GOEIC in accordance with decision No. 597 of 2002 issued by the Prime Minister on international trade agreements signed between Egypt and its commercial partners
